O P Nayyar dies of heart attack

Mumbai, Jan. 28 (PTI): Legendary music director O P Nayyar, best known
for classic songs like "Jhumka Gira Re" and "Pukarta Chala Hoon Mein",
died of cardiac arrest at his home in Thane today. He was 81.

Rani Nakhwa, with whose kin Nayyar was living for over 10 years after
being estranged from his family, said, "He was perfectly alright until
3:30 pm, when he went to the toilet and collapsed inside. He was dead
before we could summon medical help."

Born on January 16, 1926 in Lahore (now in Pakistan), Omkar Prasad
Nayyar got his first break as a music composer in the film "Kaneez"
(1949).

Director Guru Dutt's "Aar Paar" (1954) was his first major success.
This led to his successful partnership with Dutt on films like "Mr And
Mrs 55" and "CID".

As news of his death spread, a pall of gloom descended on Bollywood,
where Nayyar was regarded as one of the greatest composers of all time
even though he had not been in the limelight for close to three
decades.

Filmmaker Mahesh Bhatt described Nayyar -- who was always seen in
public in white attire and a hat -- as "an audacious man who was a
king in his time".

"Asha Bhosle owes whatever she is to him. The distinct sensuality that
was injected into Asha's singing was the contribution of this
extraordinary man," Bhatt said.

Extensive use of the typical Punjabi rhythm was the main
characteristic of Nayyar's music, and among his evergreen tunes were
"Kahin Pe Nigahen Kanhi Pe Nishana" (CID), "Mang Ke Saath Tumhara"
(Naya Daur) and "Ello Main Hari Piyan" (Aar Paar.

Nayyar worked extensively with singers Geeta Dutt, Asha Bhosle and
Mohammed Rafi but never with Lata Mangeshkar. Though he mostly
composed music for north Indian films, he also did the score for some
southern films, including "Neerajanam" (Telugu).

Before fading from the Bollywood scene in the early 1970s, he did the
music for hits like "Naya Daur", "Ek Musafir Ek Hasina" and "Kashmir
Ki Kali". He attempted a comeback in the 1990s with the film "Andaaz
Apna Apna" and recently appeared in the musical TV show "Sa Re Ga Ma",
on which he was accorded a standing ovation during a programme
dedicated to his songs.

Actress and Censor Board chief Sharmila Tagore, who starred in
"Kashmir Ki Kali", said, "We will remember him and his contributions
will be there forever. His name will be there as long as there is the
history of music."

Singer Manna Dey said he was saddened by Nayyar's death as no one
could replace him. Actor Rajesh Khanna said "originality was the
symbol" of Nayyar, whom he described as a "charismatic personality".

TV star and actress Tabassum said, "O P Nayyar's death is yet another
shock for us. We were still to recover from the sorrow at the demise
of (noted writer) Kamleshwarji when we heard of the death of
kind-hearted Nayyar sahab."

Emma Faust Tillman, world's oldest known woman

HARTFORD: A 114-year-old Connecticut resident who was born to former
slaves in North Carolina has become the world's oldest known woman
after the death this week of a Canadian woman.

Emma Faust Tillman, born on November 22, 1892, became the oldest
validated woman "supercentenarian" when 115-year-old Julie Winnifred
Bertrand of Montreal died on Thursday.

Ms. Tillman, of East Hartford, is now the second-oldest known person
in the world behind 115-year-old Emiliano Mercado del Toro of Puerto
Rico, born on August 21, 1891.

They are among many validated supercentenarians on a list maintained
by the Gerontology Research Group in Los Angeles and other
organisations.

Ms. Tillman, widowed for almost 70 years, takes no credit for her
longevity and says she has no secrets for other aspiring
supercentenarians. It was stated that she never smoked, never drank,
did not need glasses and agreed to wear a hearing aid only
reluctantly. — AP

WASHINGTON-- Satirist Art Buchwald, who turned his infectious wit on
the life of Washington and then on his own failing health, is dead at
81.

Buchwald's son, Joel, said his father passed away quietly at his home
late Wednesday with his family.

The Pulitzer Prize-winning columnist and author chronicled the life
and times of Washington for four decades, then cheated death and
laughed in its face in a richly lived final year that medical science
said he wasn't supposed to get.

Buchwald had refused dialysis treatments for his failing kidneys a
year ago and was expected to die within weeks of moving to a hospice
on Feb. 7, where he held court as a parade of luminaries and friends
came by to say farewell. But he lived to return home and even write a
book about his experiences.

"I'm having a swell time," he said of his dying. "The best time of my life."

"The last year he had the opportunity for a victory lap and I think he
was really grateful for it," said son Joel Buchwald. "He had an
opportunity to write his book about his experience and he went out the
way he wanted to go, on his own terms."

Neither Buchwald nor his doctors could say how he survived in such
grave condition, and he didn't seem to mind. "Nobody's been able to
really explain what's going on because I'm not taking dialysis,"
Buchwald told The Associated Press in May. "I have to thank my
kidneys."

He described his earlier decision to forgo dialysis and let himself
die as a liberating one. "The thing is, when you make your choice,
then a lot of the stress is gone. Everything is great because you
accept that you are the one who made the choice."

But when death didn't come nearly as quickly as expected, Buchwald
wrote that he had to scrap his funeral plans, rewrite his living will,
buy a new cell phone and get on with his improbable life. "I also had
to start worrying about Bush again," he deadpanned.

Buchwald was called the "Wit of Washington" during his years here and
his name became synonymous with political satire. He was well known,
too, for his wide smile and affinity for cigars.

Among his more famous witticisms: "If you attack the establishment
long enough and hard enough, they will make you a member of it."

Jack Valenti, former chairman and chief executive of the Motion
Picture Association of America, recalled Buchwald's humor. The two had
been friends since 1964.

"What Art had was the gift of laughter -- that's a rarity today,"
Valenti told AP on Thursday. "He could take simple ordinary things and
make you laugh. God knows all of us need that. I've been with him in
all kinds of situations, good and bad, triumph and tragedy but Art
always was able to see a little wisp of humor in everything."

Ben Bradlee, former Washington Post executive editor and a friend of
Buchwald for 60 years, said in an interview that Buchwald was "the
humorist of his generation." Buchwald was a Paris nightlife columnist
in the 1950s when he met Bradlee, whose paper carried Buchwald's
columns in later years.

Sen. Edward Kennedy of Massachusetts said in a statement: "Art was the
Mark Twain of our time.

"For decades there was no better way to start the day than to open the
morning paper to Art's column, laugh out loud and learn all over again
to take the issues seriously in the world of politics, but not take
yourself too seriously," he said. "The special art of Art Buchwald was
to make even the worst of times better."

His syndicated column at one point appeared in more than 500
newspapers worldwide. It appeared twice a week in publications
including The Washington Post and was distributed by Tribune Media
Services.

But he was best known in that realm for the court battle over "Coming
to America." A judge ruled that Paramount Pictures had stolen
Buchwald's idea and in 1992 awarded $900,000 to him and a partner.

The case dated to a 1983 Paramount contract for rights to Buchwald's
story "King for a Day." The studio had dropped its option to make such
a movie in 1985, three years before releasing "Coming to America"
without credit to Buchwald.

Both stories involved an African prince who comes to America in search
of a bride.

Born in Mount Vernon, N.Y., on Oct. 25, 1925, Buchwald had a difficult
childhood. He and his three sisters were sent to foster homes when
their mother was institutionalized for mental illness. Their father, a
drapery salesman, suffered Depression-era financial troubles and
couldn't afford them.

At 17, Buchwald ran away to join the Marines and spent 3 1/2 years in
the Pacific during World War II, attaining the rank of sergeant and
spending much of his time editing a Corps newspaper.

Despite his successes, the perennial funny man said he battled
depression in 1963 and 1987.

A family spokeswoman said Buchwald would be interred at the Vineyard
Haven Cemetery in Martha's Vineyard, Mass., where his wife Ann is
buried.

Justice K G Balakrishnan was sworn in as the 37th Chief Justice of
India on Sunday. He is the first Dalit to assume the post.

President A P J Abdul Kalam administered the oath of office and
secrecy to Balakrishnan (61).

Balakrishnan succeeds Chief Justice Y K Sabharwal and will have a
tenure of three years and four months.

"He's getting a good position and I am very happy about it. When he
was studying, he faced some difficulties but now that he has achieved
this, I am very happy," said Sarada, Justice Balakrishnan's mother.

Known informally as "Bala" among his colleagues, Konakuppakattil
Gopinathan Balakrishnan will retire on May 12, 2010.

Long innings

Before joining the apex court on June 8, 2000 as a senior judge,
Balakrishnan was Chief Justice of the Gujarat High Court and then the
Madras High Court.

Coming from a humble background, Balakrishnan was born in the village
of Thalayolaparambu at Kottayam in Kerala on May 12, 1945.

After graduating in law from the Maharaja Law College in Ernakulam, he
was enrolled as an advocate on March 16, 1968 in the Kerala Bar
Council at Kochi, and practised on the civil and criminal side.

On January 10, 1973, he was appointed munsif in the Kerala judicial
service and promoted as assistant sessions judge on July 23, 1982.

After serving as deputy registrar (judicial) in the Kerala High Court,
he was appointed an additional judge on September 26, 1985 and became
a permanent judge on July 11, 1986.

Balakrishnan was appointed Chief Justice of the Gujarat High Court on
July 16, 1998. He became Chief Justice of the Madras High Court on
September 9, 1999, before being elevated as a judge in the apex court.

Ahmedabad: In an unusual incident, two senior judges of the Gujarat High Court had a scuffle on Thursday over a personal matter, court sources said.

The scuffle took place between Justice B.J. Sethna and Justice P.B. Majumdar.

The Acting Chief Justice of the Gujarat High Court, Y.R. Meena, spoke to journalists about the incident. "Justice Majumdar did tell me orally about the incident he had with Justice Sethna." It is learnt that when Justice Majumdar and his wife were on morning walk, Justice Sethna crossed them and invited them for a cup of tea to his house.

Discussions between the two judges over tea at Mr. Justice Sethna's house turned into arguments and ended up in a scuffle, court sources said.

High court sources said Justice Sethna allegedly `manhandled' Justice Majumdar and also `abused' him.

Outrageous

Saddam Hussein was a leader whose brutal actions and calamitous
miscalculations brought unimaginable suffering to the people of Iraq
and neighbouring
countries................................................................

However, it would be mendacious for anyone to claim that justice was
served when Mr. Hussein was executed before dawn on December 30, 2006.
The judicial process set up to prosecute Mr. Hussein for "crimes
against humanity" was designed by a United States-led coalition that
had itself committed the supreme war crime of unprovoked aggression
against a sovereign nation. The fact that the coalition's illegal
invasion and occupation had caused the death of over 600,000 Iraqis
evidently made no impact on the collective conscience of its leaders.

That all these legal proceedings were nothing but a sordid farce
became clear to the whole world when the Prime Minister of Iraq, who
had announced ahead of the appeal court's verdict that the former
President would be executed before New Year, even usurped the
judiciary's prerogative of setting the date for execution.

The Indian Government must take a forthright stand against this
outrage. It needs to go beyond its expressions of "disappointment,"
its indirect criticisms of "victor's justice," and its pious hopes of
"reconciliation" and "restoration of peace and normalcy" in Iraq.

While condemning this outrageous case of "victor's justice," the
world must express its solidarity with the people of Iraq, whose
sufferings seem to know no end.

Update: 6.45PM Fiji's military regime has revealed it received more than 300 applications from members of the public interested in ministerial positions in its interim administration.

This was revealed by head of the military government, Commodore Voreqe Bainimarama.

The military regime sought applications in an advertisement in newspapers last week.

The advertisement sought applications from qualified members of the public who must be "of outstanding character with no criminal record".

Commodore Bainimarama said bankrupts would not be entertained and those who applied had to indicate the area in which they wish to serve and must have worked in an area of expertise for ten years or have a high level of tertiary qualification.

The deadline for applications is 4pm tomorrow.

Meanwhile, the military regime has described the refusal of the Great Council of Chiefs to meet as an obstacle in its plans.

But head of the military government, Commodore Voreqe Bainimarama, says its an obstacle that can be overcome.

Commodore Bainimarama told a press conference that the military would press on regardless.

His comments come as the GCC revealed earlier today that it would meet next week but declined to reveal its agenda.

The GCC is the only body under the Constitution that is allowed to choose Fijis President and Vice President.

Commodore Bainimarama said an should be in place soon to "carry forward the task of running the county in the direction that will bring about peace harmony and prosperity".

I am surprised, outraged and horrified over reading about the mother
and father along with the infant being thrown out of a plane about to
take off for the mother breast feeding the child.
I have travelled half the world and had never come accross such
atrocity any where. If this happened in America, it has to hang its
head in shame. The president himself should appologize to the whole
world. How Delta formulates its policy as to what is right and what is
wrong. In America any one could make his or her on rule? I have seen
Saudi women who cover head to foot breast feed their infants exposing
themselves but still covering the rest of their body. On what grounds
the air line staff evoked the rule? Is it indecent exposure? Public
nuisance? Insanity? obsenity? I want to hear about it. If Delta says
the employee was new , what about the captain with out whose knowledge
the expulsion could not have taken place.
The whole episode is murkey and a sham on the american civilization.

lines and my next seat fellow was an American young man clad only in
tiny shots and a vest. I asked him do you think you are decently
dressed to travel in a passenger plane? his answer was what is wrong
with it? I have some clothes on me. I left him like that. But the
Indian air lines or the Indian people did not throw him out of the
plane.
The family deseved better treatment from Delta and the american people
need to learn many things from others.

Email etiquette should still be alive and well. Let me share a few
pointers that you might care to pass along, privately, to those who
may not be aware of the unspoken rules. Unless everybody knows
everybody else in an email thread, it's always best to use the BCC
option. Believe me, every single email utility on the planet has a BCC
option. But wait, there's more you need to remember!

NEVER TYPE IN ALL CAPS. THAT'S LIKE SCREAMING. REALLY!
Be wary of any kind of attachment - even if it comes from someone you know.
If a file you wish to send is larger than 2MB, think twice before sending it.
HTML stationery is annoying; if you don't need to use it, don't.
As the comic above illustrates, use BCC instead of CC to keep other
email addresses private.
Don't delete relevant information when you reply to someone.
If you can't spell well, rememmber to run a spell check before sending.
Try to keep your messages as short as possible - you're not writing a novel.
Check Snopes before forwarding info that sounds too good to be true.
Never send emails when you're mad - wait until you calm down first. Trust me.
Triple-check that you're not sending a message to someone who shouldn't see it.
Remember that when you send something electronically, it has the
potential of "living" forever.
Before you forward an email joke, make sure it's funny first. Please?

charge a man for fondling her bosom, a Finnish district court ruled.


A fee of 25,500 euros ($32,000) is way too much for a woman to charge a man
for fondling her bosom, a Finnish district court ruled.
The court jailed a couple in their twenties for more than a year for
charging a 74-year-old who suffers from dementia a total of 25,500 euros to
enjoy the woman's breasts on 10 occasions.
"Based on general life experience alone, it is indisputably clear that a
25,500 euro charge is disproportionate to the compensation in question,"
Judge Hasse Hakki, who heard the case, said on Friday.

NEW DELHI: India has emerged as the world's fastest growing wealth creator,
thanks to a buoyant stock market and higher earnings.

More wealth also means more millionaires, whose number has grown over 15%
between 2000 and 2005, keeping pace with China. And the boom is set to
continue in the foreseeable future, with predictions that Indians will grow
richer at a rate faster than anybody else on the planet over the next few
years.

Boston Consulting Group's just released Global Wealth 2006 study shows that
during 2005, the high growth in India's (15.9% in local currency terms,
compared with China's 14.8%) assets under management (AUM) - comprising
cash, shares, assets in the country and overases and money market funds -
has helped raise the global bar and more than make up for the loss in AUM in
the United States, the world's wealthiest nation with $31 trillion.

The calculation excludes wealth attributed to investors' own businesses,
residences or luxury goods.

On the flip side, it is the super rich in India and China who have
benefitted more from the boom than their slightly less wealthy counterparts,
the report says.

The steady growth, estimated at nearly 16% in 2000-2005, has meant that
India's AUM has more than doubled from $268 billion to $559 billion, helping
it move up the ladder from the 27th place to number 19 during the five-year
period.

Indian American scientist restoring 700-year-old sacred Hindu text

WASHINGTON: An Indian American scientist is leading a project to digitally
restore a 700-year-old palm leaf manuscript containing the essence of Hindu
philosophy by using modern imaging technologies.

P.R. Mukund and Roger Easton, professors at Rochester Institute of
Technology, are working on the project to digitally preserve the original
Hindu writings, known as the Sarvamoola granthas attributed to scholar Shri
Madvacharya (1238-1317).

The collection of 36 works contains commentaries written in Sanskrit on
sacred Hindu scriptures and conveys the scholar's Dvaita philosophy of the
meaning of life and the role of God.

The document is difficult to handle and to read, the result of centuries of
inappropriate storage techniques, botched preservation efforts and
degradation due to improper handling.

Each leaf of the manuscript measures 26 inches long and two inches wide, and
is bound together with braided cord threaded through two holes. Heavy wooden
covers sandwich the 340 palm leaves, cracked and chipped at the edges. Time
and a misguided application of oil have aged the palm leaves dark brown,
obscuring the Sanskrit writings.

"It is literally crumbling to dust," says Mukund, the Gleason Professor of
Electrical Engineering at RIT.

According to Mukund, 15 percent of the manuscript is missing.

"The book will never be opened again unless there is a compelling reason to
do so," Mukund says. "Because every time they do, they lose some. After
this, there won't be a need to open the book."

Mukund first became involved with the project when his spiritual teacher in
India brought the problem to his attention and urged him to find a solution.

New Delhi: The Supreme Court on Monday permitted private self-financing
engineering colleges in Tamil Nadu to fill 16,800 lapsed seats for 2006-2007
on the basis of higher secondary examination marks.
A Bench of Justice Y.K. Sabharwal, Justice C.K. Thakker and Justice P.K.
Balasubramanyan passed this order on an application filed by the Consortium
of Self-Financing Professional, Arts and Science Colleges in Tamil Nadu.
Appearing for the petitioner, senior counsel U.R. Lalit said over 16,800
seats remained vacant at the end of counselling and after two common
entrance tests, one conducted by the State and the other by the Consortium.
Counsel V.G. Pragasam appearing for Tamil Nadu submitted that the State
entered into an agreement with the colleges for admission in the ratio of
65:35 and permission for admission on the basis of higher secondary marks
could be granted if the colleges adhered to the agreement.
The petitioner submitted that 153 colleges were consortium members and so
far no student who had taken the CET held either by the State or the
consortium was available.
Fear of irreparable loss
It might be necessary to admit students on the basis of marks obtained in
the Plus Two examination conducted by the CBSE or State Boards.
It said if the lapsed seats remained vacant for four years it would cause
irreparable loss to the colleges.
The Bench said that it would be open to the State Government to send to the
colleges a list of candidates, who took the CET, conducted by the State or
the consortium, and had not got admission.
This exercise should be completed within a week and if the State Government
had fixed higher standards, they would have to be complied with before
granting admission.
All remaining vacant seats could be filled on the basis of marks obtained in
examination conducted by the CBSE or other Boards.
The directions would be applicable for 2006-2007, it said.

One should be proud of saying that I am a Malayalee. However, one who is
qualified to say this should always be upholding the culture, identity,

Four Indians among Singapore's Richie Rich

NEW DELHI: Here's another example of the growing wealth among the
non-resident Indians. And no, these are not the already well known
names like Lakshmi Mittal, Swraj Paul and Indra Nooyi, but relatively
lesser known Indians who have struck gold in the eatern part of the
world.

Four NRIs — Murli Kewalram Chanrai, Mustaq Ahmad, Sudhir Gupta and
Kartar Singh Thakral — figure in the latest Forbes list of Singapore's
Top 40 Rich List.

The four Indian expats are collectively worth $1.54 billion, which
accounts for more than 5% of the combined net worth of $28 billion
accumulated by Singapore's 40 richest people.

Chanrai — ranked the richest Indian in Singapore — is the head of the
$3 billion Kewalram Chanrai Group, while Ahmad is the owner of the
hugely popular Mustafa Centre in Little India. Gupta, on the other
hand, is a tyre tycoon who made it big is Russia, while and Thakral is
into textiles and IT peripherals.

The 83-year-old Chanrai was placed seventh among the list of
Singapore's Riche Rich with a net worth of $880 million. His Kewalram
Chanrai Group is held privately by overseas Indian family trusts and
is part of the 150-year-old Chanrai empire.

From a humble beginning in trading business in India and Nigeria in
1860, the family business has grown into a conglomerate with business
spanning across textiles, commodities, international trade, IT and
real estate spanning over 45 countries.

Next in line is 47-year-old Sudhir Gupta, who has been ranked as
Singapore's 13th richest person with a net worth of $320 million.

Gupta, a Singapore citizen and a PhD in agricultural chemistry from
Russia, started with a tyre company in Moscow. After acquiring a Dutch
company, he formed Amtel-Vredestein, a tyre company which was listed
on London Stock Exchange last year.

Kartar Singh Thakral, who has been ranked 25th with a net worth of
$175 million, joined his family trading business in 1949.

His empire spans across various businesses, including the
Singapore-listed Thakral Corp, that distributes technology gears for
products like iPods in China and India. The Thakral Group made a
humble begining with 'Punjab Store' in Bangkok in 1905.

Mustaq Ahmad, who happens to be the last among the four Indians at the
27th position with a net worth of $165 million, is the owner of one of
Singapore's famous landmarks — the Mustafa Centre. Fifty five-year-old
Ahmad runs a bustling store in Singapore's Little India called Mustafa
Centre, which is stuffed with more than 150,000 items ranging from
beds to spices. The store was opened in 1971.

hi

it is absolutely essential that we learn our mother tongue and our customs. we should also learn Esperanto to communicate with other people whose language is different from our mother tongue. by this way, we will retain our identity and still part of the global village. we will need to learn only two languages to communicate with the whole world and the world will be a better place to live.

Who the devil in this world wants these Malayalam digits. Malayalam
digits are an unwanted addition to the already confused world. None
should learn it or promote it. The language is alright , not the
digits. Even the Arabs are slowly realizing their folly and follow
normal digits. While they write text from right to left they are at a
loss as to how the digits are written.
One look at the malayalam digits, I left like throwing up. Please

It is a pity that Malayalis themselves are ignorant of their own
numerical system.
Some people will gaze at the calendar published by one well known Naturopathy
Centere. But they have done it for their commercial ends. Different matter.

When I was moving around as a rough or tough rebel, I used to write these
numerals. But nobody took it serious.

The solemn prayer is this Malayalam language be saved for it's existence
for reasons well known to the world because of Malayalis themselves.
We will speak aloud the Globalisation is taking it's lead to kill
languages of other
countries, and the regional or sublatern languages. It is true with
Tamil or Bengali
speaking people. But there is no scope of the onslaught of Globalisation on
Malayalam, because Malayalis themselves will take up the suicidor's role!

Malayalam era

Malayalam Era or Kollavarsham is a solar Sideral calendar used in the the state of Kerala in South India.

Origin

Almost all of the regions kerala used to the Kali yuga before the acceptance of Kollavarsham.

The start of the Malayalam Era has been attributed to many origins.

According to Tharisapalli plates the era was stated by Nestorian merchants who settled in KorukeNi kollam, near to the present Kollam. The other popular notion according to Hermann Gundert, it coordinated with consecration of a shiva temple during the reign of Udaya Marthanda Varma. Another theory is that Kollavarsham was started by the Saint Sankaracharya in 825 AD.

Khammam (AP): A boatman in Bhadrachalam division of the Godavari lost
his life when he got electrocuted after he saved 200 school children
and was on his way to rescue some more.

Edukondalu, the boatman, went to a school in his boat to rescue 200
children trapped in Sasi Vihar, a private school, due to flash floods.
He rescued all of them and as he went in search of other stranded
people, he came into contact with a live power cable and got
electrocuted. His body was found on Friday.

Edukondalu supported his aged parents, wife and two children and the
poor family is now shattered.

When does it come into force?
It comes into force on the 12th October, 2005 (120th day of its
enactment on 15th June, 2005). Some provisions have come into force
with immediate effect viz. obligations of public authorities [S.4(1)],
designation of Public Information Officers and Assistant Public
Information Officers[S.5(1) and 5(2)], constitution of Central
Information Commission (S.12 and 13), constitution of State
Information Commission (S.15 and 16), non-applicability of the Act to
Intelligence and Security Organizations (S.24) and power to make rules
to carry out the provisions of the Act (S.27 and 28).

2.
Who is covered?
The Act extends to the whole of India except the State of Jammu and
Kashmir. [S.(12)]

3.
What does information mean?
Information means any material in any form including records,
documents, memos, e-mails, opinions, advices, press releases,
circulars, orders, logbooks, contracts, reports, papers, samples,
models, data material held in any electronic form and information
relating to any private body which can be accessed by a public
authority under any other law for the time being in force but does not
include "file notings". [S.2(f)].

What does Right to Information mean?
It includes the right to -
inspect works, documents, records.
take notes, extracts or certified copies of documents or records.
take certified samples of material.
obtain information in form of printouts, diskettes, floppies, tapes,

1. What is the Application Procedure for requesting information?
Apply in writing or through electronic means in English or Hindi or
in the official language of the area, to the PIO, specifying the
particulars of the information sought for.
Reason for seeking information are not required to be given;
Pay fees as may be prescribed (if not belonging to the below poverty
line category).

2. What is the time limit to get the information?
30 days from the date of application
48 hours for information concerning the life or liberty of a person
5 days shall be added to the above response time, in case the
application for information is given to Assistant Public Information
Officer.
If the interests of a third party are involved then time limit will be
40 days (maximum period + time given to the party to make
representation).
Failure to provide information within the specified period is a deemed refusal.

3. What is the fee?
Application fees to be prescribed which must be reasonable.
If further fees are required, then the same must be intimated in
writing with calculation details of how the figure was arrived at;
Applicant can seek review of the decision on fees charged by the PIO
by applying to the appropriate Appellate Authority;
No fees will be charged from people living below the poverty line
Applicant must be provided information free of cost if the PIO fails
to comply with the prescribed time limit.

4. What could be the ground for rejection?
If it is covered by exemption from disclosure. (S.8)
If it infringes copyright of any person other than the State. (S.9)

Today, July 30th, another massacre was committed in Lebanon: More than

sixty civilians, among them 37 children, were killed by Israeli bombs

while they were sleeping in shelters in the village of Qana. They died

not very far away from the mass grave holding the bodies of 106

civilians burned by a previous Israeli attack in April 1996 inside a

shelter provided by a UN battalion



Reacting to this terrible news, the only sane decision that needs to

be made immediately is that of a ceasefire.



A ceasefire would allow for humanitarian relief to reach the innocent

victims, for the bodies to be buried instead of being eaten by the

dogs, and for all the underlying problems to be negotiated and

eventually solved. More victims can only produce more hatred.



In the last few days, Lebanon has been promised by the EU, the UK and

the US help in rebuilding its infrastructure and humanitarian aid to

assist the eight hundred thousand internally displaced persons and

"humanitarian corridors", but they stopped short of demanding a

ceasefire, which encouraged Israel to continue with its "mission" of

unilaterally enforcing the resolution to disarm Hezbollah. With that

same logic, Hezbollah could argue it has a mission to enforce the many

UN Security Council resolutions demanding Israel to withdraw from the

occupied Palestinian territories and to implement the right of return

of the Palestinian refugees.



On July 27, Israeli Justice Minister Haim Ramon said that Israel had

given civilians ample time to leave southern Lebanon. "All those now

in south Lebanon are terrorists who are related in some way to

Hezbollah," he said, according to the BBC. The same strategy is in

these days deployed in the Gaza Strip where the populations of

neighborhoods and refugee camps are asked to leave their homes. This

comes down to blatant collective punishment of entire populations.



The escalating violence in Lebanon can not be solved unilaterally with

self-proclaimed righteousness by any party. Peace is negotiated

between enemies, not with friends. And the first step to any

negotiation is a ceasefire. Or is it that every child has to die so

that they do not grow into "terrorists"?



A year ago, the UK Prime Minister championed the cause of including in

the UN mandate the "responsibility to protect populations from

genocide, war crimes, ethnic cleansing and crimes against humanity".

Yet the UN, the European Union, The United States and the United

Kingdom have failed in their responsibility to protect the Lebanese

and Palestinian children. Or even to clearly condemn the latest

Israeli criminal acts.



The international civil society and social movements are raising their

voice and mobilizing throughout the world not only to express their

indefectible solidarity with the Lebanese people, but also to build a

huge international barrier against the global war of re-colonization

of the world.

We are demanding

• An immediate and unconditional cease-fire, in Lebanon as well as in

the Palestinian Occupied Territories!

• The implementation of full sovereignty to Lebanon and the national

rights of the Palestinian people!

• No NATO forces on the Lebanese territory!

We support the call of the international solidarity delegation in

Lebanon for an international day of protest and solidarity on August

12th.

Findings of an NSSO survey on disabled persons in the country

THIRUVANANTHAPURAM: Kerala has earned the dubious distinction of the State with the highest number of people with mental illness in the country.

The State is also way ahead of the national average in terms of the number of people with various kinds of disabilities such as mental retardation, hearing, speech impairment and loco motor disabilities.

The findings are the highlight of a survey on `Disabled Persons in India' conducted by the National Sample Survey Organisation (NSSO) after a gap of 11 years.

This is the first time the survey contains information on mentally challenged persons, those with mental illness and retardation, along with the findings on persons with physical disabilities.

It is estimated that there are 272 persons per one lakh population in the State suffering from mental illness, while the corresponding national average is 105. The State is followed by the Andaman and Nicobar Islands (211), Himachal Pradesh (195) and Lakshadweep (177).

NRI account hacked: Rs 1.18 lakh missing

PUNE: The Bund Garden police have registered a case of fraud, following a complaint from a US-based software professional, who said that unknown persons had broken into his ICICI Bank account and illegally transferred Rs 1,18,038, using the net banking facility.

Thirty-two-year-old Vikram Gaikwad, who works for Tata Consultancy Services (TCS) in the US, is in the city while his father is undergoing treatment at a city hospital.

He originally hails from Khandala in Satara district. In his complaint to the police late on Thursday, Vikram said he first discovered that a sum of Rs 20,000 was missing when he checked his account using the net banking facility from a cyber café located at Gera Sterling Centre on North Main Road on May 24.

NEW DELHI: Should a constitutional authority like the Election Commission
besmirch the reputations of MPs, the Speaker and others on the basis of
unsubstantiated allegations and when no prima facie case has been made out?
Should it not have been more circumspect, especially when dealing with
another constitutional authority, the Speaker of the Lok Sabha?

At a press conference here on Wednesday, Speaker Somnath Chatterjee raised
these questions in connection with the Commission's action placing on its
website the names of all those against whom it had received complaints
related to the office-of-profit issue. Mr. Chatterjee's name has also been
on the website for some time.

"This is not the way to cast aspersions... it is nothing but insinuation,"
Mr. Chatterjee said referring to a complaint filed by a Trinamool Congress
office-bearer against him on March 8 just ahead of the Assembly polls.
Further, the Commission "permitted the insinuation to continue" by placing
his name on the website, thus creating the impression that the Speaker held
an office of profit and should be disqualified from being an MP and,
therefore, as Speaker.
Mr. Chatterjee challenged anyone to prove that the position he held as
Chairman of the Sriniketan Santiniketan Development Authority (SSDA) was an
office of profit. "The position carries no salary, no allowance, no car, no
house, not even a payment for attending meetings." He had not received a
single paisa for that office. And yet the insinuation was allowed to spread.

Compared to the strapping Americans, Indians in America are considered small
and petite.
The trend continues even among babies born to second generation Indians.
Despite having fewer risk factors, US-born Indian women are more likely than
their Mexican-American counterparts to deliver low birth weight infants,
according to researchers at Lucile Packard Children's Hospital and
Stanford's School of Medicine.
The finding confirms previous research that showed a similar pattern in more
recent immigrants, and suggests that physicians should consider their
patients' ethnic backgrounds when planning their care.

important day for him, his mother's death anniversary. He bathed in the
Mavila Thodu, and finished his prayers. He discussed strategy with his men
for a while, and then they formed a protective circle around him as he sat
on the bank and the ceremonies began. Suddenly, in the middle of the
rituals, they found themselves surrounded by the English army under
Sub-Collector Thomas Harvey Baber.

Nepal to become secular state

Nepal's prime minister announced Monday that the government would change
from a Hindu kingdom to a secular state, with equal rights for all.
Prime Minister Girija Prasad Koirala said Monday that the declaration,
to be proclaimed by the House of Representatives later, would protect the
rights of the nation's indigenous people and minorities.
Hundreds of indigenous people were protesting in front of the prime
minister's home to demand a secular state, the Himalayan Times reported. The
prime minister made his comments in response to their demands.
