Subject: The real looters

NEW DELHI, MARCH 14: Maharashtra, which houses Mumbai, the financial
capital of the country, accounts for the highest amount of corporate loan
defaults in the banking sector. Corporates in the state owe a whopping Rs
37,396 crore as dues to banks and financial institutions as on March 31,
2004.

Delhi is a distant second in the defaulters' list with Rs 13,399 crore
outstandings. The total amount of bad loans in the banking sector stood at
Rs 96,084 crore at the end of 2003-04, of which the largest chunk - Rs
52,101 crore - was with public sector banks, followed by private and foreign
banks with stressed assets of Rs 22,357 crore.
Banks and FIs have already filed suits for recovery of Rs 62,639.54 crore of
the outstanding amount. Though they have been successful in recouping
substantial dues, fresh non-performing assets are being added up
simultaneously. According to Reserve Bank of India's list of defaulters
released by the All Indian Bank Employees Association, companies in Tamil
Nadu, Andhra Pradesh and West Bengal with unpaid dues of Rs 10,755 crore, Rs
6,542 crore and Rs 5,822 crore respectively also feature in the list of top
five.
"The NPA level is huge and it needs to be immediately cleaned up before
allowing foreign money into the sector," CH Venkatachalam, secretary, AIBEA,
told FE.
The biggest defaulters include well-known names such as DCM Ltd, Lloyds
Steel, Core Healthcare, Prakash Industries, Malvika Steel, IG Petro and
Pyrites Private Ltd.
Mr Venkatachalam also said the validation of the Sarfaesi Act by the Supreme
Court did not have any wholesome effect on reducing the non-performing
assets. The Act empowers the banks to recover the outstandings but they are
largely unable to exercise the option due to the Debt Recovery Tribunal Act
provision mandating withdrawal of all cases before the tribunals prior to
recovery.
Meanwhile, unions have also demanded that Securitisation Act must empower
banks to take over personal assets of the top management of defaulting
companies.

The Word of the Day for Mar 18 is:
capricious \kuh-PRISH-us\ adjective

: governed or characterized by sudden, impulsive, and seemingly unmotivated
ideas or actions : unpredictable
Example sentence:
Given his capricious nature, Irving is more likely to go wherever the road
takes him than follow any scripted plan.
Did you know?
The noun "caprice," which first appeared in English in the mid-17th century,
is a synonym of "whim." Evidence shows that the adjective "capricious"
debuted about sixty years before "caprice"; however, it's likely that both
words derived via French from the Italian "capriccio," which originally
referred not to a sudden desire, but to a sudden shudder of fear.
"Capriccio" in turn derives from the Italian "capo," meaning "head," and
"riccio," the word for "hedgehog."

Woman Leads Friday Prayers in New York City
Barbara Ferguson, Arab News

WASHINGTON, 19 March 2005 - In a historic first in New York City yesterday,
a group of American Muslim activists broke with convention and had a woman
lead the Friday prayers, in order to "send women from the back to the front
of mosques."

According to the Progressive Muslim Union, which organized the event, Dr.
Amina Wadud, professor of Islamic Studies at Virginia Commonwealth
University, was the first woman to lead public, mixed-gender Friday prayers.
She also delivered Friday's sermon.

Dr. Wadud, the author of "Qur'an and Woman: Rereading the Sacred Text from a
Woman's Perspective," believes Muslim women should be able to lead in
prayers.

The Muslim world and the American Muslim community generally believe that
women cannot lead mixed-gender prayers. It is only over the centuries, they
say, Muslim women have lost their place as intellectual and spiritual
leaders.

"I have no objection to this salah, even though I disagree with it. It is a
matter of opinion, it is not a fixed law that women cannot lead the salah,"
Imam Mohamed Al-Hanooti, the grand mufti of Washington metropolitan area,
told Arab News.

'Da Vinci Code' blasted by top cardinal

By Philip Pullella
Wednesday, 16 March , 2005, 03:01

Rome: A top Catholic cardinal has blasted The Da Vinci Code as a "gross and
absurd" distortion of history and said Catholic bookstores should take the
bestseller off their shelves because it is full of "cheap lies."
Cardinal Tarcisio Bertone, in an interview with the Milan newspaper Il
Giornale, became the highest ranking Italian Churchman to speak out against
the book, an international blockbuster that has sold millions of copies.

"(It) aims to discredit the Church and its history through gross and absurd
manipulations," Bertone, the archbishop of the northern Italian city of
Genoa and a close friend of Pope John Paul told the paper in its Monday
edition.
"This seems like a throwback to the old anti-clerical pamphlets of the
1800s," he said.
The central claim of the book, written by U.S. author Dan Brown, is that
Jesus married Mary Magdalene and had children. The Bible says Jesus never
married, was crucified and rose from the dead.
Bertone's comments were significant because until the Pope named him
archbishop of Genoa in 2003 he was for years the number two man at the
Vatican's most powerful department - the Congregation for the Doctrine of
the Faith.
"You can find that book everywhere and the risk is that many people who read
it believe that those fairy tales are real," he said. "I think I have the
responsibility to clear things up to unmask the cheap lies contained in
books like that."
HOLY GRAIL
A central storyline of the book is that the Holy Grail is not the cup which
Christ is said to have used at the Last Supper but really the bloodline
descended from Jesus and Mary Magdalene. Bertone calls this idea "a
perversion".
Bertone is so incensed about the novel that he will be the key speaker at a
roundtable in Genoa on Wednesday night attempting to dismantle the book,

'Date of birth in horoscope not conclusive proof of age'
By Our Legal Correspondent
NEW DELHI, MARCH 15 . The Supreme Court has held that the date of birth
(DoB) entered in one's horoscope cannot be taken as conclusive proof for
determining the age if the DoB recorded in the school register is different.
A Bench, comprising Justice Arijit Pasayat and Justice S.H. Kapadia, giving
this ruling said: "Horoscope is a very weak material to prove age of a
person." But "where no other material is available, the horoscope may be
considered but subject to its authenticity being established." For a
horoscope to be treated as evidence in terms of Section 32 (5) of the Indian
Evidence Act, it must be proved to have been prepared by a person having
special knowledge as regards to the authenticity of date and time mentioned
therein. The school records have more probative value than a horoscope for
determining the exact date of birth of a person, the Bench said allowing an
appeal of the Punjab Government against a High Court order ruling in favour
of a person who had relied on the horoscope for proving his DoB.

Building brand 'Tally'

The story of an Indian software package that has made global reach

SRINIVAS R
Posted online: Saturday, March 05, 2005 at 0000 hours IST

Tally, one of the better known software packages developed in India,
is making silent strides in spreading computerisation among the small
business establishments and charted accountants, not only in India but
in 88 countries across the world.

Tally-the package and the brand- has been built over 19 years and
developed by a businessman (not a software whizkid!). For sheer
numbers, today Tally has over 1.8 million users outside India. In
India, over 35 lakh small establishments and a bulk of 80,000
professional chartered accou-ntants use Tally accounting solutions.

Meanwhile, the company is looking at making full use of the
opportunity in the VAT regime. "Business people need to adopt VAT
structure from April 1. We have introduced specific packages in
Singapore and the UK, where VAT has been in use," said Tally Solutions
president Bharath Gopalakrishnan.

The company has launched Tally 7.2 version with state-specific tax
structures to facilitate filing of statutory returns by businessmen.
"A businessman will be required to provide the raw data, and all the
reports according to VAT requirement will be generated by our
software," he added.

With changes in the tax regime, even Tally is looking at having a
different marketing strategy to sell its products more aggresively.
"According to various industry studies, over 16 million business
establishments are present in India today. Of this, eight million
establishments are too small (like paan shops), which are not looking
at adopting computers as of now. The remaining eight million, already
four million are computerised. We see a huge potential in the rest and
are looking at selling around a million packages in the next few
months," he said.

In order to reach out to these business establishments, the company
has signed up with over 25,000 hardware resellers in the country to
market its product. "Along with our 100 direct dealers, we have signed
up with over 25,000 hardware resellers," said Mr Gopalakrishnan.

There is another reason for the company to sign up with hardware
resellers. As Mr Gopalakrishnan puts it, in the last 18 years though
millions are using the Tally package, only 1.5 lakh are registered
users. "Piracy is over 90%. We are providing training to all the
resellers about the value proposition that Tally offers them if they
sell the package to the customers," he said.

Moving forward, Tally plans a channel presence of over 50,000 hardware
and software resellers who will be enabled and trained by Tally
Solutions to act as Value Added Resellers. "In the next four quarters,
we are introducing pay-roll package, Tally on Microsoft and Linux
platform and also in multiple languages. In the first quarter, we plan
to export our product to the Middle East and South-East Asia," said Mr
Gopalakrishnan.

The company gets 90% of its business from the domestic market and 10%
from exports. The Tally package is priced at Rs 4,950 for single users
and Rs 13,500 for multiple user licenses in India.

The Word of the Day for Mar 05 is:
indigence \IN-dih-junss\ noun

: a level of poverty in which real hardship and deprivation are suffered and
comforts of life are wholly lacking
Example sentence:
"It is a fine thing, reader, to be lifted in a moment from indigence to
wealth." (Charlotte Brontë, Jane Eyre)
Did you know?
Is your vocabulary impoverished by a lack of synonyms for "poverty"? We can
help. "Poverty," "penury," "want," "destitution," and "indigence" all
describe the state of someone who is lacking in key resources. "Poverty"
covers the range from severe lack of basic necessities to an absence of
material comforts ("the refugees lived in extreme poverty"). "Penury"
suggests a cramping or oppressive lack of money ("illness condemned him to
years of penury"). "Want" and "destitution" imply extreme, even
life-threatening, poverty ("they lived in a perpetual state of want") ("the
widespread destitution in countries beset by famine"). "Indigence," which
descends from a Latin verb meaning "to need," implies seriously straitened
circumstances and usually connotes the endurance of many hardships and the
lack of comforts ("she struggled through the indigence of her college
years").

Violent eruptions in Wisconsin and Georgia: the pathology of a society in
crisis

The bloody incidents last Friday and Saturday in Atlanta, Georgia and
Brookfield, Wisconsin have dominated the American media for the past week.
And with reason: the killing of seven people at a Wisconsin church service
and four people in and around an Atlanta courtroom are the latest
expressions of an increasingly common and troubling phenomenon in America:
eruptions of apparently random and self-destructive violence.
The media coverage provides no understanding of the social meaning of these
events. On the contrary, it obscures it, treating the two gunmen, Brian
Nichols in Atlanta and Terry Ratzmann in Wisconsin, as isolated cases,
individuals driven solely by their own pathologies rather than products of a
society that is increasingly dysfunctional, crisis-stricken and brutal.
In Atlanta, the media focus has been on the evident failure of courthouse
security. Nichols, a 210-pound former athlete, was able to overpower a
female sheriff's deputy, take her gun, kill three people, and then escape
from the Fulton County Courthouse, where he was on trial for rape, facing
life in prison if convicted. He later killed a fourth person and took his
car, before surrendering to police.
Ross owed over $18,000 in unpaid credit card debts. He was forced to sell
his home and rent it back, then was evicted and lived in his minivan during
the last weeks of his life.
If Ratzmann and Nichols had killed "only" one victim and then themselves,
their actions would have drawn scarcely any notice. Such tragedies take
place on a daily basis in the United States. Far from being isolated
events, the killings in Georgia and Wisconsin highlight a pattern of
behavior which must have deeper social roots.
According to a 2002 report by the Violence Policy Center, at least 662
people died in murder-suicides in the United States over a six-month period
the previous year-an average of nearly two murder-suicides each day, every
day. Seven states had more than 10 murder-suicides during the study period:
Florida (35), California (29) and Texas (29), Pennsylvania (17), New York
(14), Virginia (12), and Ohio (11).
No more recent figures are available. Due to political pressure from the gun
lobby and other right-wing groups, no government agency compiles centralized
statistics on either suicides or homicides involving firearms. According to
the VPC, however, more US firearm deaths are suicides than homicides (16,599
compared to 10,828 in 1999).
Three-quarters of murder-suicides involved "intimate partners," the study
found, and of these, 94 percent involved men killing women and then
themselves.

Saudi Labour Law and You by Mohammed Jaber Nader

S.A. from Dammam Recently I fell sick and got treatment at a hospital near
my residence. My company refused to pay the bill, arguing that I should have
used the hospital stipulated by the company. I knew about this condition
before, but I decided to go to the nearest hospital because I was concerned
about my condition. My contract states: "Medical expenses will be paid and
the Saudi labor law will apply in cases of sickness." It doesn't state that
I must use a particular hospital. In this case, is my company legally
correct to refuse payment?

You knew about your company's regulations, which are in accordance with the
labor law which also enjoins that the employee undergoes diagnosis and
treatment with the knowledge and supervision of his employer. You did this
without your company's consent. You will have to bear responsibility for
non-compliance. The way left out for you is to explain your circumstances
and if your company still doubts your statement ask them to refer you to the
doctor of their choice to confirm what you have reported as true. It is
within your right to do that.

---

M.V. from Alkhobar I am working with a company in the Kingdom since 1983 and
I am planning to go on final exit in the middle of 2005. I have a question
about my service. On Nov. 15, 1990, I left on a vacation of two months and
was supposed to join duty on Jan. 15 1991. Unfortunately, due to the Gulf
War, I could not report on the supposed date and my re-entry visa expired.
Then the company sent me a new visa and I resumed duty on July 9, 1991, in
the same job. Regarding my end-of-service-benefit (ESB), should my service
be calculated as continuous from 1983? Or will it be treated as a new
service from July 1991, since I came on a new visa?

Your service should be considered as continuous. Nevertheless, the period of
absence between Jan. 15 and July 9, 1991, must be deducted from your
service. I understand your service has not been terminated or your rights
settled for the first period of service. Then, no matter what number of
contracts or visas or changes occurring to the service, as long as you have
been working for the same company during all the period, without changing
employers or terminating your first service, your service must be considered
as continuous. Your service should be treated as such and your ESB should be
calculated for all the period as one service from the day of joining to the
day the service is actually terminated.

---

V.R. from Riyadh I have a contract for a specified period of three years
which is coming to an end shortly. The contract includes an
end-of-the-contract gratuity payable at rate of half a month's basic salary
for every year of service. Of late, the manpower agency which recruited me
stated in all new contracts that the salary paid every month includes the
end-of-service benefit. I have got a couple of questions in this regard: (1)
Is it correct on the part of the manpower agency to state that the salary
paid includes ESB, and thereby wriggle out of its obligations under Saudi
labor law? (2) When it comes to renewing my contract and if both parties do
not enter into a specific contract, would my contract become unspecified
from the date on which the old contract matures or does it become
unspecified from day one?

As per the Saudi labor law, ESB must be paid at the end of the service. So,
it is illegal to pay it along with the monthly salary and mention this in
the employment contract. As to your employment contract, if a new contract
is signed after the maturity of the present contract then your contract will
be treated as specified contract. If a new contract is not signed and the
service continues, then your contract would become un-specified from the
first day of your employment.

This day in history

1953: Soviet leader 'on brink of death' Rumours are circulating in Moscow
that Joseph Stalin, the long-time leader of the Soviet Union, is near death.
The first official news of Mr Stalin's illness came in a statement on
Wednesday.

It said the Soviet leader, who came to power in 1928, had suffered a
cerebral haemorrhage on Wednesday night.

An update issued earlier today mentioned "sharp disturbances of the heart
functions".

There is speculation that the 73-year-old, born Iosif Vissarionovich
Dzhugashvili, in the Soviet republic of Georgia, is now in the final stages
of an illness he has been suffering some time.

Soviet newspapers today are clearly preparing their readers for the worst.

Their front pages carry the bulletins on Mr Stalin's health as well as
sombre leading articles.

On the inside pages, feature articles praise the Soviet leader both as a man
and politician.

Purges

World leaders have expressed concern for Mr Stalin's health.

A statement issued by the British Prime Minister Winston Churchill said his
private secretary, John Colville, had yesterday called on the Soviet
ambassador.

Mr Colville had passed on the prime minister's regret at the news of Mr
Stalin's ill-health and asked to be kept informed of his progress, the
statement said.

US President Truman also expressed sympathy for Mr Stalin.

"I am sorry just as I would be if such a thing happened to any other
acquaintance of mine," Mr Truman said.

If Mr Stalin's death is confirmed, he will be most remembered for
instigating political purges in which tens of thousands were killed.

He was also behind the introduction of farming collectives which led to a
famine and the death of up to 10 million people.

His death is expected to provoke a power struggle within the ruling
Politburo.

The death of Joseph Stalin was officially announced at just after 0100 GMT
on 6 March.

The statement said he had died at 2150 local time on 5 March.

Hundreds of thousands of people queued to see Joseph Stalin's body
lying-in-state.

He was embalmed and put on display alongside the first Soviet leader,
Vladimir Illyich Lenin, in his mausoleum in Red Square in Moscow.

But Nikita Khrushchev, who became Soviet leader after a power struggle, led
a move to denounce Stalin as a tyrant who caused millions of deaths.

In 1961 Stalin's body was removed from its place in the honoured Lenin's
Tomb.

It was reburied near the Kremlin wall along with other minor figures from
the Bolshevik Revolution.

`Moderate quake may prove devastating' By Roy Mathew

THIRUVANANTHAPURAM, FEB. 27. Studies by the Centre for Earth Science Studies
(CESS) say that Kochi city, Alappuzha town and Mullaperiyar dam face the
danger of devastation in case of an earthquake of moderate intensity
occurring close to them.

The study says that Kochi and Alappuzha are sitting on 400-metre-deep
alluvial soil formations. This would have highly destabilising effect on
buildings in the case of an earthquake.

The Director of CESS, M. Baba, says the soil beneath the buildings would get
fluidised under the force of even a moderate earthquake. Hardly any building
in the city and the town is built to withstand earthquakes. The geology of
no other city or town in the State presents such a danger as they stand on
better underground formations.

The CESS is preparing site response data indicating the intensity of ground
shaking anticipated in an earthquake in Kochi and its impact. It has surmised
from the study of past earthquakes that there is possibility of earthquakes
of the magnitude of up to 6 on the Richter scale occurring in the State.

The Mullaperiyar dam will not withstand such an earthquake with epicentre
near the dam. The chances of an earthquake occurring in the vicinity of the
dam are high owing to the presence of major lineaments and fault zones in
the region.

The expert committee, constituted by the Government with Dr. Baba as
coordinator to look into the stability of the dam against earthquakes, said
the dam would not be safe in the case of an earthquake near its vicinity. If
a Koyna type earthquake occurs in the vicinity of the dam, the structure is
unlikely to withstand it. Even under pure static conditions at a maximum
water level of 136 feet, some elements of the model exhibit tensile
stresses. Increase of water level will lead to further increase in tensile
stresses at the base.

Narayanan criticises Vajpayee for Gujarat riots

THIRUVANANTHAPURAM, MARCH 2. Breaking his silence over two years after
stepping down from office, the former President, K.R. Narayanan, has
criticised the former Prime Minister, Atal Bihari Vajpayee, for his handling
of the post-Godhra situation. He also accused the Bharatiya Janata Party of
preventing him from a second term in office.

"He [Mr. Vajapyee] did not do anything effective. I had sent him letters. I
had talked to him directly," Mr. Narayanan said in a freewheeling interview
to the Congress MLA, P.T. Thomas, carried in a recent issue of the Malayalam
magazine, Manava Samskriti.

Claiming that there was a conspiracy involving the State and Central
Governments behind the 2002 Gujarat riots, he said: "Had military been given
powers to shoot, the carnage in Gujarat could have been avoided to a great
extent."

"I had asked the military to be sent to suppress the riots. The Centre had
the constitutional responsibility and powers to send the military if the
State Governments asked. The military was sent. But if the military was
given powers to shoot at the perpetrators of violence, recurrence of
tragedies in Gujarat could have been avoided. However, both the state and
central government did not do so," Mr. Narayanan said.

A portable web server

A web server helps you host web pages and lets you share files with others.
If the web server is a portable one, which can be housed on a floppy or
flash drive, you can have a mobile web site and share your resources from
any machine, anytime.

The portable web server, MyWeb (http://www.xuebrothers. net/myweb/myweb.htm)
is a good example of a product of this kind. The program allows you to host
a web site within a couple of minutes. It can also be used to share files
from your desktop.

After downloading the software, load it by just clicking on the file and
configure it using the option `Server Property.' Now, if you want to share a
file with others, right-click on the option `Dynamic files' and enter the
path of the file to be shared. Also, if you keep the program on your flash
drive, you can run the web server from any Windows computer anywhere on the
Net.

Apart from the web server software mentioned above, many portable programs
are in place. The browser, PortableFirefox (mentioned in an earlier column)
and the portable version of the e-mail client Thunderbird (http://portable
thunder bird.mozdev.org/) are good examples.

In this regard, you may visit the portal `Portable Freeware Collection'
(http://www.portablefreeware.com/) that provides a wide array of free
portable programs. Here, you will find many portable programs stored under
different categories that include Audio, Education, Internet, Operating
system and Programming.

The small browser, OffByOne (http://www.offbyone.com/), is a good software
discovered by this author with the help of this portal. The portal also
features a `news feed' for helping you keep abreast with latest products
easily with your news aggregator.

On-line to-do list service

Noting down the list of things to do in our family, business and
professional life will certainly help us make life less troublesome. Also,
if we keep these lists on-line, we can look at them anytime from anywhere.

For such requirements, take a look at the free on-line `to-do' list creation
service, `Ta-da List' (http://tadalist.com/). The service allows you to
create any number of to-do lists and hosts them on its server. It provides
you a hostname of the form http:// your-login-name. tadalist.com, for
accessing your lists from the Web. These days no on-line service, which has
changing data, comes without a news feed and `Ta-da' list is also no
exception.

Bar on appointing women to temple post lifted
By Our Staff Reporter

KOCHI, FEB. 24. A Division Bench of the Kerala High Court held invalid a
provision in the Travancore-Cochin Hindu Religions Institution rule which
prohibited women from being appointed sub-group officers in Devaswoms under
the Travancore Devaswom Board (TDB).
The Bench comprising Justice R. Bhaskaran and Justice M.N. Krishnan gave the
ruling while allowing a writ petition filed by Baby S. Supriya, an employee
of the Board, against its refusal to appoint her to the post in a Devaswom
in Kollam. According to her, the board refused to appoint her on the ground
that the rule prohibited women from occupying the post. The petitioner
contended that the rule was discriminatory and against the Constitutional

This day in history
1964: Cassius Clay crowned world champion
Cassius Clay, 22, has been crowned heavyweight champion of the world after
beating Sonny Liston in one of the biggest upsets in boxing's history.
Clay, from Kentucky, was announced the winner after the hot favourite
retired at the end of the sixth round in Miami.
When the bell rang for the start of the seventh round, Liston stayed on his
stool in the corner of the ring - saying he did not want to continue.
Florida state attorney Richard Gerstein is to launch an inquiry into the
fight.
Clay was earlier fined around £900 for disgraceful conduct after he ranted
at his 32-year-old opponent during the weigh-in.

Spate of sex abuse charges against priest shock USA
Washington, Feb 20. (PTI):More than 1,000 people in the United States have
alleged in 2004 that they were "sexually abused" as children by Roman
Catholic priests and deacons, a new national audit of US dioceses has said.

The 1,092 allegations were against 756 priests and deacons, half of whom had
previously been named in similar accusations, it said.

The figures released on Friday by the Roman Catholic Bishops said during
2004, the church spent 157 million dollars on legal settlements and other
costs related to sexual abuse.

More than 300 clergy members were temporarily removed and 148 permanently
defrocked, it said, adding three dioceses have declared bankruptcy.

It brings the total number of alleged victims since 1950 to 11,750, the
number of accused priests to 5,148, and the church's expenses to more than
840 million dollars.

The national audit of US dioceses was done to determine how well they have
complied with the child protection policy American prelates instituted
nearly three years ago at the height of the clergy molestation crisis.

Teams of auditors, comprised mainly of former FBI agents, compiled data in
visits to dioceses across the country.

The auditors found that more than 95 percent of dioceses have taken the
required steps to keep children safe.

Seven dioceses and Eastern rite territories were out of compliance and one
diocese, Lincoln, Nebraska, refused to participate.

52 per cent dropout in schools

By Our Special Correspondent

NEW DELHI, FEB. 21. Four years after the Government of India adopted the
"mission mode" to universalise elementary education through the Sarva
Shiksha Abhiyan (SSA), only 47 of the 100 children enrolled in Class I reach
Class VIII. This puts the dropout rate at 52.79 per cent which, according to
the Prime Minister, Manmohan Singh, "is unacceptably high."

Chairing the first meeting of the Governing Council of the National Mission
for SSA, Dr. Singh attributed the high dropout rate to a "lack of adequate
facilities, large-scale absenteeism of teachers and inadequate supervision
by local authorities." Reaffirming the Government's commitment to
universalising elementary education and referring to various deadlines set
for achieving this, he said: "We give dates that have lost meaning. We need
education for all, today."

Later, briefing the media, the Human Resource Development Minister, Arjun
Singh, said the dropout rate at the elementary level (Class I to VIII) was
52.79 per cent with that at the primary level (Class I to V) being 34 per
cent.

Among girls, it was 53.45 per cent at the elementary level and 33.72 per
cent at the primary level. Among boys, the rate stood at 52.28 per cent at
the elementary level and 35.85 per cent at the primary level.

The credit card generation

By Hasan Suroor

There is widespread concern over the easy availability of credit cards
and loans, which have pushed up personal debt across age-groups to
unprecedented levels in Britain.

WE WERE all teenagers once, a little awkward with money and never quite in
control of our modest finances. Fortunately for our parents, however, the
era of rampant consumerism was still some years away and credit cards were
something only "others" had.

One survey shows that more than 80 per cent of British teenagers have their
own television sets, stereos, and mobile phones. Other expensive gadgets,
found in most households with teenagers, include computers, PlayStation
consoles, ipods and digital cameras. Research by Money, Money, Money, a
financial guide, suggests that most youngsters have no sense of money
because of the cushioning provided by their parents. And when confronted
with the real world they simply cannot handle their financial affairs, the
guide says noting that "living with mum and dad might seem like a nightmare,
but there is always milk in the fridge, a landline for long chats with
friends, and washing that just sort of happens."

It is estimated that more than half of Britain's "new" bankrupts are below
30, borrow heavily on credit cards and spend indiscriminately regardless of
whether they can afford it. Nearly 60 per cent of recent personal insolvency
cases reportedly involved twenty-somethings with debts exceeding £60,000.

Credit cards are the reason why most people fall into debt and the young,
with their carefree attitude to money, are more vulnerable. Pollsters say
that people, particularly the young, end up spending more when they shop
with a credit card, often buying things they do not need. "If you go into a
shop with a credit card, you will spend seven times more than you would with
cash," a spokesman for a leading accountancy firm told a newspaper.

A parliamentary committee, in a recent report, criticised credit card
companies for not being sufficiently transparent in how they charge their
customers - and Nationwide, one of Britain's leading building societies,
claimed that, according to new research, credit card providers and banks
were making "half a billion pounds of profit every year" by manipulating the
way they charge interest.

Debt counsellors say that while government intervention is welcome,
ultimately it is for people themselves to make sure that sums add up. They
are advising families to go back to basics and re-learn the old-fashioned
art of living within their means - and say that while at it they should
explain a few home truths about money to their children as well.

The good old Indian ethic of thrift, anyone?

The Word of the Day for Feb 18 is:
billingsgate \BIL-ingz-gayt\ noun

: coarsely abusive language

Example sentence:
A steady stream of billingsgate could be heard coming from the
basement after my father hit his thumb with his hammer.

Did you know?
From the time of the Roman occupation until the early 1980s,
Billingsgate was a fish market in London, England, notorious for the crude
language that resounded through its stalls. In fact, the fish merchants of
Billingsgate were so famous for their swearing that their feats of vulgar
language were recorded in British chronicler Raphael Holinshed's 1577
account of King Leir (which was probably Shakespeare's source for King
Lear). In Holinshed's volume, a messenger's language is said to be "as bad a
tongue ... as any oyster-wife at Billingsgate hath." By the middle of the
17th century, "billingsgate" had become a byword for foul language.

Sending photos by e-mail now easier and free
By Anand Parthasarathy

BANGALORE, FEB. 20 . Those who regularly need to send large photographs as
e-mailed attachments will be familiar with two problems: The photo is too
big - my e-mail service won't allow attachments larger than one megabyte or,
with my dial up connection it takes too long to go.

If you are among those hoping to find some solution to these problems, a new
software tool may be the answer to your unsaid prayers. What's more, for
basic use, it's free.

A San Diego-based company has used the just-concluded "Demo 2005" conference
in Scottsdale, Arizona to debut a truly cool tool called "Photoleap" that is
a great help for sending and receiving bulky digital photos by email. It is
available as a free download from http://www.photoleap.com/downloads/ and
comes in separate editions for Windows (XP or 2000) PCs and Apple Macs (Mac
OS 10.3). Before installation on your desktop, you have to furnish your
e-mail address and the application will be launched as soon as you receive a
mail from Photoleap.

The software, once installed, looks much like the "Outlook" email tool and
in the free version, it allows you to send up to 25 photos in one mail, each
not more than 3.5 MB in size. After a thirty day trial, you can continue
indefinitely using the tool with this limitation - or pay $29.95 a year,
which allows you to send up to 250 photos at a time, each up to 8.5 MB.

The download itself is 1.92 MB and as a trial, this correspondent sent a
large cinema still. The photo was over 500 MB in size and with a normal
dialup connection, it typically takes 3-4 minutes to send the mail. Sent
through Photoleap, it was mailed almost instantaneously - and received
within seconds on another e-mail account as an 11 KB file - that's almost a
50 fold compression.

CPI(M) turns party of the young

By C. Gouridasan Nair

MALAPPURAM, FEB. 20. The State CPI(M), which has often been described as the
party of the aged, has turned younger over the last few years. Out of the
party's total membership of 3.16 lakh, 60,000 are aged below 25 years and
roughly 2 lakh aged between 25 and 50 years. The organisational report of
the State CPI(M), presented to the 18th party State conference on Saturday,
says that the party has only 55,000 members aged between 50 and 70 years and
just 5,362 members aged above 70 years. And, most significantly, the report
reveals that 50 per cent of the party members are persons who joined the
party after 1997 and that 90 per cent of the party members joined the party
after 1977, after Emergency.

The CPI(M) State secretariat member, Kodiyeri Balakrishnan, who briefed
media about the deliberations of the conference, said the report has also
noted there was a fall in the rate of decline in party membership since the
Kannur State conference three years ago. The drop out rate, which ranged
between 7.56 per cent and 14.43 per cent during the period prior to the
Kannur conference, had fallen to between 6.95 per cent and 13.64 per cent
during the last three years. The party membership grew by 23,000 over the
last three years.

Mr. Balakrishnan said that the number of women party members had risen by
8,500 during the report period taking the share of women in the total
membership of the State party from 7 per cent at the time of the Kannur
conference to 10.11 per cent. The number of Scheduled Caste members rose by
12,520 and that of Scheduled Tribe members by a mere 123 during the period.
The membership of mass organisations allied with the party had also risen
during the period, from 1.13 crores to 1.23 crores. This does not, however,
imply that the State party has the support of so many persons because there
is the possibility of the same individual being the member of different mass
organisations, the CPI(M) leader said.

Mr. Balakrishnan said the class composition of the party in Kerala is
clearly pro-working class with 51 per cent of the members being industrial
and farm workers and farmers. Only 0.04 per cent of the total membership
(142 persons) is landlords and 0.01 per cent (35 persons) belonging to
affluent sections of society, he said.

American playwright Miller dies

American playwright Miller dies

Arthur Miller was one of the most influential playwrights of his time

Miller died on Thursday evening, having battled with cancer, pneumonia and a
heart condition.

He was one of the most significant American writers of the 20th Century,
whose fame was further magnified by his short-lived marriage to Marilyn
Monroe.
His play The Crucible was inspired by the hysteria of the McCarthy witch
hunts which he became embroiled in.
'Rare integrity'

"Mr Miller passed away at his home in Roxbury, Connecticut, last night at
9.17pm of heart failure," said Julia Bolus, the playwright's assistant.
He was also a highly dignified and an extraordinarily formidable man, an
independent man

British playwright Harold Pinter said he was a "wonderful chap" and he was
"absolutely flabbergasted" at the news of his death.
"He was a great playwright and a great man - and a great friend of mine," he
said. "His plays are among the finest works that have been produced in the
20th Century," Pinter told BBC News 24.
"But he was also a highly dignified and an extraordinarily formidable man,
an independent man. He was so honest and a man of rare integrity in his
writing."

Miller and Monroe had a short-lived marriage
New York-born Miller was awarded the Pulitzer Prize for Death of a Salesman
in 1949 at the age of just 33.
Although already considered one of the foremost literary giants of his era
he was catapulted into the pop culture sphere following his marriage to
actress Monroe. The tempestuous marriage lasted just five years.

Miller found himself caught up in McCarthy anti-communist witch hunts.
When he testified in front of a congressional committee in 1956 he refused
to reveal any names and so was held in contempt. The decision was overturned
two years later. The trials inspired The Crucible, set during the Salem
trials of the 1690s which led to suspected witches being killed amid mass
hysteria. Among Miller's other plays were A View from the Bridge and later
works were The Ride Down Mount Morgan and The Last Yankee. The main
character in Death of a Salesman, Willy Loman, became a symbol of the
struggle of the "little man" to realise the American Dream. The play is
still widely performed today, while the TV movie version picked up numerous
awards for its star Dustin Hoffman.

Court notice on unsolicited calls on cell phones
By J. Venkatesan

NEW DELHI, FEB. 7. The Supreme Court today took note of the menace of
unsolicited phone calls on mobile phones by issuing notice to the cellular
companies and five private banks, among others.

The notice was issued on a public interest petition filed by social activist
Harsh Pathak, whose family had to answer a spate of unsolicited and
telemarketing calls received on their mobile phones.

A Bench of Justice N. Santosh Hegde and Justice S.B. Sinha sought the
response of the Centre, the Mahanagar Telephone Nigam Ltd; Hutch; Reliance
Telecomm; IDEA Cellular; Bharti Telenet; Citibank; HSBC Bank; Standard
Chartered Bank; HDFC Bank and ICICI Bank.

The petitioner contended that he and his family members were subscribers of
various mobile phone companies. They were annoyed over unsolicited
telemarketing calls made to them by cellular phone firms, banks and a host
of other companies using telemarketing as a strategy for business promotion.
He said a lack of concern on the part of respondents towards the public in
general and subscribers in particular in addressing the issue was affecting
the fundamental rights of the petitioner and other citizens as enshrined in
Articles 14, 19 and 21 of the Constitution.

The petitioner said like him and his family, other mobile phone subscribers
would also be receiving unsolicited calls from banks offering credit cards,
insurance companies, auto finance firms, etc.

He sought a direction to the respondent cellular companies to check,
regulate and end the invasion of privacy of subscribers at all times and
hours through such unsolicited calls; a direction to the respondents to
protect the subscribers from the harassment and invasion of privacy through
unsolicited telemarketing calls and any other business promotion calls and
to restrain the cellular companies from transferring the data about the
telephone numbers to any other company for commercial purpose.

The Word of the Day for Feb 07 is:
cadre \KAD-ray\ noun

1 : framework
2 : a central unit especially of trained personnel able to assume
control and train others
*3 : a group of people with a unifying relationship

Example sentence:
NASA's cadre of courageous astronauts offered America the modern-day
heroes it needed.

Did you know?
To understand "cadre," we must first square our understanding of the
word's Latin roots. "Cadre" traces to the Latin "quadrum," meaning "square."
Squares can make good frameworks - a fact that makes it easier to understand
why first French speakers and later English speakers used "cadre" as a word
meaning "framework." If you think of a core group of officers in a regiment
as the framework that holds things together for the unit, you'll understand
how the "central unit" sense of "cadre" developed. Military leaders and
their troops are well-trained and work together as a unified team, which may
explain why "cadre" is now sometimes used more generally to refer to any
group of people who have some kind of unifying characteristic, even if they
aren't leaders.

The Word of the Day for Feb 06 is:
placate \PLAY-kayt\ verb

: to soothe or mollify especially by concessions : appease
Example sentence:
After his baseball crashed through his neighbor's window, Jared tried to
placate the angry man by offering to replace the window with his own money.
Did you know?
The earliest documented uses of "placate" in English date from the late 17th
century. The word is derived from the Latin "placatus," the past participle
of "placare," and even after more than 300 years in English it still carries
the basic meaning of its Latin ancestor: "to soothe" or "to appease." Other
"placare" descendants in English are "implacable" (meaning "not easily
soothed or satisfied") and "placation" ("the act of soothing or appeasing").
Even "please" itself, derived from the Latin "placere" ("to please"), is a
distant relative of "placate."

Saudi Who Rode 'Satan's Horse' Tells His Story Raid Qusti, Arab News

Ali Al-Mirdasi of Khab Algabr in Buraidah, is the first Saudi to receive permission to ride a bicycle in his area.

RIYADH, 5 February 2005 - "Satan's horse" is not a myth. As narrated by an elderly Saudi, it is the name local residents of Buraidah, Al-Qasim, used to call a bicycle some 47 years ago at a time when new inventions were unacceptable to the majority of people there and ignorance prevailed. In the 1940s and early 1950s, ignorance made people reject anything new, particularly a device of any sort. History tells us that many Saudis rejected the telegram, the radio, the car and other inventions that the late King Abdul Aziz, the founder of the Kingdom, was keen on using to be in tune with the times and to serve his people. Ali Al-Mirdasi, a resident of Khab Algabr in Buraidah, is the first Saudi to receive permission to ride a bicycle in his area.

"The commission for Promotion of Virtue and Prevention of Vice - locally known as the Mutawaa and known then as the "Nuwwab" - banned people from riding bicycles. The permission I received from them was a statement written on one of their official documents saying that, 'since Ali Al-Mirdasi needs to ride his cycle from Khab Algabr to school, we have given him permission to ride his cycle from that area to his school.' And it had their official stamp," he said. He said that there were certain conditions for receiving a permission from the religious police, but said his father, who worked as a member in the commission itself, helped in getting the document from the state body.

One funny incident he remembers was when he and his brother were caught by members of the commission at night when they had left night school and were on their way back home. The commission people asked them what their purpose was to come out at that time, and what they were doing at the far end of the town. When they revealed their names and informed them that they were sons of their colleague and that they were on their way home from night school, they let them go, but "only after having us make a written commitment that they would never be late to return home again even though this happened just after Isha prayers". Al-Mirdasi said the rationale behind the ban was "society's fear for anything new and because society was not opened up to others." "Today's youth should be grateful to God for all the modern scientific inventions they can use. They enjoy so many modern tools and other things that we in our times could not," he said.

Move over blogs, vlogs are here

Hailed as the word of the year by Merriam Webster, 'blog' took the world by
storm in 2004. Its usage has been multiplying rapidly in everyday parlance,
as bloggers have come to acqui

The Fortune magazine recently named blogs, the abbreviated term for weblogs,
the top technology trend in 2005. According to blog search engine and
measurement firm Technorati, there are 23,000 new weblogs created each day.

Clearly, blogs are no fad and are here to stay. But the next wave on the
cards is the emergence of video logs or 'vlogs', a combination of blogs and
online videos. Instead of using text and graphic images to express opinions
and share information, bloggers are now using videos as the medium of
communication.

A recent BusinessWeek article profiles a number of functioning vlogs, such
as one run by a video producer, another belonging to a film editor and yet
another by an amateur web journalist, who shoots and uploads video news
reports.

Video on the Internet has been around for a while, but the proliferation of
high-speed broadband and the blog phenomenon has brought it in the
limelight, making it easier to find and share. Also, cheaper digital video
equipment and enforcement of universal copyright laws are convincing people
to put their work online.

Blogs work on a software known as really simple syndication, or RSS, a web
syndication protocol that lets people customise content. An RSS aggregator
checks for RSS-enabled webpages on behalf of a user and displays any updated
article that it finds. Thus it saves the user from repeatedly visiting
individual websites to check for updated content.

Ghandijee also said the following:-

The best way of losing a cause is to abuse your opponent and to trade upon
his weakness.
To forget how to dig the earth and tend the soil is to forget ourselves.
Art to be art must soothe.
I consider writing as a fine art. We kill it by imposing the alphabet on
little children and making it the beginning of learning.
A semi-starved nation can have neither religion nor art nor organization.
The greatest menace to the world today is the growing, exploiting
irresponsible imperialism.
Imperialism is a negation of God. It does ungodly acts in the name of God.
The untouchability of Hinduism is probably worse than that of the modern
imperialists.
An India prostrate at the feet of Europe can give no hope to humanity.
I would like to bury myself in an Indian village, preferably in a Frontier
village.
It is the absolute right of India to misgovern herself.

Hindu priest convicted of rape in UK

Indo-Asian News Service
London, January 29

A Hindu priest in Britain has been convicted of raping a devotee of Tamil
origin at a temple in London.

Ramanathan Somanathan, 41, a priest at a temple in Thornton Heath near
Croydon, south London, told his victim that she had been his wife in a
previous life, and that god had reunited them.

He raped the 29-year-old Tamil woman on two separate occasions, once in 2002
and again in 2003, after which she became pregnant and had an abortion, the
Croydon Crown was told.

The police praised the victim for the "tremendous courage" it took her to
come forward and seek justice.

"This case has been particularly distressing for both the victim and
witnesses involved. They ran the risk of being isolated by their own
community," said detective Rob Buckell of the Croydon police.

While stressing how rare such abuses of religious authority are, Buckell
condemned the priest for betraying his position of trust.

"He hid behind his religion and preyed upon the vulnerability of his
victims," he said.

Bihar student wasn't kidnapped, he had eloped with girlfriend
Sunday January 30 2005 00:00 IST

IANS

PATNA: The mystery of at least one missing Bihar schoolboy has been solved,
with police saying that Class 10 student Ranjan Kumar eloped with his
girlfriend and wasn't really kidnapped!

Over the past fortnight, at least five schoolchildren were reported to have
been abducted in the state, resulting in a hue and cry from parents,
educational institutions as well as political parties.

But while the others are yet to be found, police recovered Ranjan from
Chakia in East Champaran district.

A student of RPS school in Patna, he had gone missing from the school hostel
on Jan 26. Ranjan's father is a builder and it was reported that he was
kidnapped for ransom.

But Ranjan was not kidnapped as reported, Senior Superintendent of Police
N.H. Khan said. He had eloped with his girlfriend and subsequently married
her. Khan said Ranjan was in love with the girl, Khusboo, and the two
decided to run away.

Quit Smoking or Quit Your Job, U. S. Company Says

Wed Jan 26, 3:05 PM ET Health - Reuters

By Andrew Stern

CHICAGO (Reuters) - The owner of a Michigan company who forced his employees
to either quit smoking or quit their jobs said on Wednesday he also wants to
tell fat workers to lose weight or else.

A ban on tobacco use -- whether at home or at the workplace -- led four
employees to quit their jobs last week at Okemos, Michigan-based Weyco Inc.,
which handles insurance claims.

The workers refused to take a mandatory urine test demanded of Weyco's 200
employees by founder and sole owner Howard Weyers, a demand that he said was
perfectly legal.

"If you don't want to take the test, you can leave," Weyers told Reuters.
"I'm not controlling their lives; they have a choice whether they want to
work here."

Next on the firing line: overweight workers.

"We have to work on eating habits and getting people to exercise. But if
you're obese, you're (legally) protected," Weyers said.

He has brought in an eating disorder therapist to speak to workers, provided
eating coaches, created a point system for employees to earn health-related
$100 bonuses and plans to offer $45 vouchers for health club memberships.

The 71-year-old Weyers, who said he has never smoked and pronounced himself
in good shape thanks to daily runs, said employees' health as well as saving
money on the company's own insurance claims led him to first bar smokers
from being hired in 2003.

................................
ON THIS DAY

1945: Auschwitz death camp liberated The Red Army has liberated the Nazis'
biggest concentration camp at Auschwitz in south-western Poland.

According to reports, hundreds of thousands of Polish people, as well as
Jews from a number of other European countries, have been held prisoner
there in appalling conditions and many have been killed in the gas chambers.

Few details have emerged of the capture of Auschwitz, which has gained a
reputation as the most notorious of the Nazi death camps.

Some reports say the German guards were given orders several days ago to
destroy the crematoria and gas chambers. Tens of thousands of prisoners -
those who were able to walk - have been moved out of the prison and forced
to march to other camps in Germany.

Little did we know that we had arrived at a place, the name of which would
become as well known and remembered as any battle in the war

People's War memories »

Details of what went on at the camp have been released previously by the
Polish Government in exile in London and from prisoners who have escaped.

In July 1944 details were revealed of more than 400,000 Hungarian Jews who
were sent to Poland many of whom ended up in Auschwitz. They were loaded
onto trains and taken to the camp where many were put to death in the gas
chambers.

Before they went they were told they were being exchanged in Poland for
prisoners of war and made to write cheerful letters to relatives at home
telling them what was happening.

According to the Polish Ministry of Information, the gas chambers are
capable of killing 6,000 people a day.

Another report from Poland told of mass arrests in the village of Garbatka
near Radom in the early hours of one morning in August 1942. Workmen were
accused of plotting to blow up a local factory. Twenty were executed on the
spot, the rest were sent to Auschwitz.

Since its establishment in 1940, only a handful of prisoners have escaped to
tell of the full horror of the camp.

In October last year, a group of Polish prisoners mounted an attack on their
German guards. The Germans reportedly machine-gunned the barracks killing
200 Polish prisoners. The Poles succeeded in killing six of their
executioners.

When the Red Army arrived at the camp they found only a few thousand
prisoners remaining. They had been too sick to leave.

The capture of Auschwitz comes as the Red Army has made important advances
on three fronts: in East Prussia to the north, in western Poland as well as
Silesia in eastern Germany. Fighting is continuing around the historic
Polish western city of Poznan.

The Polish capital, Warsaw, was liberated a week ago after five-and-a-half
years of German occupation.
