Lack of funds for Central Govt ?
Top 100 tax defaulters owe Rs 1.4 lakh crore
New Delhi, Aug. 5 Just 100 tax defaulters owed the Government a whopping Rs 1.4 lakh crore as on March 31, 2009.
Mr Hassan Ali Khan, Pune-based real estate operator and horse racing enthusiast, with an alleged tax liability of Rs 50,345.73 crore, has earned the dubious distinction of topping the list. The late Harshad Mehta of the 1992 stocks scam fame still owes Rs 12,719.14 crore. BSNL owes Rs 2,417.85 crore.
Ms Chandrika Tapuriah, wife of a Kolkata-based businessman, Mr Kashinath Tapuriah, had Rs 20,540.83 crore against her. Mr Kashinath, reportedly a partner of Mr Khan, also figured with a liability of Rs 602.8 crore.
The others in the list, released by the Minister of State for Finance, Mr S.S. Palanimanickam, in the Rajya Sabha, include disgraced stockbrokers Mr A. D. Narottam (Rs 5,781.86 crore) and Mr Hiten Dalal (Rs 4,200.04 crore). In addition, Mr Narottam also owed Rs 195.25 crore under wealth tax outstanding demands, while Harshad Mehta's wealth tax dues were Rs 431.93 crore. Also in the list were Mr Ashwin S. Mehta (Rs 1,595.51 crore) and Mr B.C. Dalal (Rs 1,535.89 crore).
Corporates
Among corporates, Sahara India Financial Corporation ranked sixth with arrears of Rs 3,063.58 crore.
The other firms are Sahara India (Rs 1,945.8 crore), Sahara Airlines (Jet Lite India - Rs 850 crore), IDBI (Rs 964.12 crore), NTPC Ltd (Rs 622.18 crore), Coca-Cola India (Rs 600 crore), Oracle Corporation (Rs 558.54 crore), VSNL (Rs 507.55 crore), SBI (Rs 333.65 crore), Satyam Computer Services (Rs 290 crore), Tata Industries (Rs 251 crore), Tata Motors (Rs 206.55 crore), IBM (Rs 208 crore).
The outstanding demands include those not recovered for various reasons such as demand notified under Special Court, inadequate assets and companies under litigation, the Minister said.
Who wins?
Mr Ajay Kumar, Executive Director, PricewaterhouseCoopers, told Business Line that if the dispute is purely on legal points, generally the courts have favoured the assessees. But regarding concealment of income, the Tax Department stands a winning chance if it has built up a good case on the basis of data and declared investments.
"While compliance level and recovery is good in developed countries, it is poor in India due to the inordinate delays in the legal procedures," he added.
On its part, to expedite the recovery of the default amount, the Government has set up a task force to monitor the recovery of huge amounts. The Government has also decided to identify cases involving substantial amount pending before the Income-Tax Commissioner (Appeals) and the Income-Tax Appellate Tribunal (ITAT) to dispose of appeals early.
It has also requested the Settlement Commission to dispose of high demand cases expeditiously.

LONDON: Amartya Sen has called for the Indian Left to regard him as a friend saying that his criticism of the Left parties over their stand on the India-U.S. nuclear deal did not detract from the fact that he was very much a man of the Left.
"I am on Left and if Left want me I'm delighted," he said noting good-humouredly that he was criticised in India for questioning the Left's fury over the nuclear deal when, in his view, there were more pressing issues such as poverty and malnutrition to be furious about.
His inspirationSpeaking about his new book, 'The Idea of Justice,' to a full-house at the London School of Economics on Monday, Prof. Sen repeatedly referred to leading Marxist thinkers — including, of course, Marx's own writings — while presenting his alternative approach to mainstream theories of justice that he challenges in his book.
He said he was not claiming to break new ground by offering a comparative theory of justice and mentioned Adam Smith, Mary Wollstonecraft and Karl Marx among those whose works represented different versions of comparative thinking. Instead of looking for a "perfectly just society" they were more interested in the removal of "manifest" injustices from the world. His own idea of justice was inspired by their thinking.
Prof. Sen said that people often asked: "Who's interested in justice?" And, yet, the fact was that at some level —consciously or subconsciously — everyone was interested in justice as they saw it.
"I remember my son when he was three complaining that his sister was not being 'just' to him!" he quipped.
As in his previous lectures on the issue, the Nobel Laureate argued that there was no such thing as "perfect" justice; that justice was relative to a situation; and that instead of searching for "ideal" justice, the stress should be on removing the more visible forms of injustice such as subjugation of women, poverty and malnutrition.
Effective approachFor example, if U.S. President Barack Obama was able to push through his healthcare reforms, it would mean removing a massive manifest injustice that affected more than 40 million Americans who didn't have access to health. This was a far more effective approach to fighting injustice than getting bogged down in the idea of "institutional justice"— the belief that once "just" institutions were created justice would follow.
'Niti' and 'Nyaya'Prof. Sen said Indian philosophy made the distinction between institutional justice and the actual "realisation" of justice. This was denoted by the two Sanskrit words "niti" — the principle of justice; and "nyaya" meaning delivering justice on the ground. His book is an argument for "nyaya."
"The idea of justice demands comparisons of actual lives that people can lead, rather than a remote search for ideal institutions. That is what makes the idea of justice relevant as well as exciting in practical reasoning," Prof. Sen says in his book.
In a wide-ranging speech and during his interaction with the audience, Prof Sen dealt with a host of issues, including the meaning of human rights, equity and fairness — and inevitably recounted his favourite story about three children who quarrel over a flute all arguing that their claim was the most ``just."

Remove text & character formatting from email text
Email can have lot of character formatting, specially forwarded emails contain loads of ">" characters. Manually editing and removing such characters takes lot of time and effort. How about doing it with a click of button using StripMail? It is a free application that can free up email text from ugly character formatting. It does not require installation, just download and double click to start using the application.
Open your email inbox and then select all the text using mouse or press Ctrl + A to copy the text and then open StripMail application. Click Paste button at top menu in StripMail to see copied text in the application. Click on Strip button to remove all the character formatting. You can arrange multiple lines in one paragraph by clicking paragraph button.
Also, you can click do it all button to perform strip, paragraph and other operations in one go. After formatting removal click copy button and then open your email inbox. Press Ctrl + V or right click then click on paste option to paste text without character formatting. Download StripMail to strip off ugly characters from email text in few simple clicks!

Wolfram has been in news for being next Google Killer. Well, its not a Google Killer but for sure a killer web application for knowledge based searching. Besides the main knowledge based search functionality, Wolfram also has a dedicated Online Integrator at Wolfram Mathematica section.
It allows you to solve complex integration problems with a click of a button. Just enter your integration string and click the compute online button to see solution in few seconds. Online Integrator at Wolfram is an excellent web service for students and this functionality is also available in download-able version for students (but for a price)!

Google Docs is no-frill way to create Word documents without installing any software on the computer. While Microsoft Office is most widely used software installed on computer. Integrating Google Docs (online) with Microsoft Office (offline) can result in an un-beatable offering. Now, this is possible using cool MS Office addon - OffiSync.
After it is installed, there will be new menu option for accessing Google Docs from within Microsoft Office application. Click on open to browse different folders of Google Docs account and open Google Doc file of your choice. You can edit any Google Docs file and a click on save button will automatically update the online Google Docs file from within MS Office.
